Permanent Labor Certification by the U.S. Department of Labor is one of the ways in which an employer can secure permanent residence (i.e. a Green Card) for skilled employees. The certification process can be complex and requires proof that the employer was unable to fill the application with willing and qualified U.S. employees. Once a Labor Certification has been issued and the position is made available to a foreign employee, the employer must petition for the employee they had in mind. Upon the approval of that petition, the employee can either apply for adjustment of status to permanent residence in the U.S. or be processed through the Embassy or Consulate in their home country.
